Department of Transportation and Communication Secretary Joseph Emilio Abaya announced that his department and the Department of Public Works and Highways are working with Japan International Cooperative Agency about a study to build a subway system in Metro Manila.

During the Philippine Economic Briefing on Tuesday, Abaya said that according to the population, size and demand for Metro Manila, a subway system is viable as an alternative to road and rail transportation. The government is formally studying this possibility as a quicker solution to Metro Manila’s public transportation problems.

DOTC Secretary Abaya also added that the concept for the subway system will be completed on January 2014, during that time they will start working on the foundation underground and hope that the next administration will take on the project.

They are also considering the possibility of implementing a rapid bus transport system, but  the special lanes for buses maybe needed beforehand.

The 23-kilometer EDSA is Metro Manila’s busiest thoroughfare and becomes congested during rush hours and heavy rains.  Around 350,000 vehicles pass through EDSA every day.   Average speed is a measly 15 kilometers per hour.

The current MRT rail system was designed to carry 350,000 passengers every day. But actual ridership is double the capacity.
